Supporting investment, preservation, and revitalization in Downtown Flat Rock

The Flat Rock Downtown Development Authority (DDA) Commercial Facade Rehabilitation Program is designed to encourage private investment, enhance the appearance of downtown buildings, and strengthen the overall character of the Downtown Development Authority district.

Through grants and low-interest loans, the program assists eligible property and business owners with exterior building improvements that contribute to a vibrant, walkable, and visually appealing downtown.

Investing in Downtown’s Long-Term Vitality

The goal of the Facade Rehabilitation Program is to:

  • Stimulate private investment in downtown commercial properties
  • Preserve and enhance the visual character of Downtown Flat Rock
  • Improve pedestrian experience and streetscape aesthetics
  • Support reinvestment in aging commercial building stock

All improvements must align with the DDA’s objectives and contribute positively to the public realm.

Eligibility Requirements

  • The property must be located within the Downtown Development Authority district
  • The building must be commercially zoned and used for permitted commercial purposes
  • Improvements must comply with City zoning ordinances, building codes, and design standards
  • All work must be located on the exterior of the building

Who is Eligible?

To qualify for assistance under the program:

Residential or mixed-use buildings may qualify if the ground floor is commercial and improvements meet zoning requirements.

Eligible Improvements

Funding may be used for exterior facade improvements, including:

Interior improvements are not eligible under this program.

Important Program Rules

  • All improvements must begin within 3 months of approval
  • Projects must be completed within 9 months (extensions may be granted)
  • Applicants are responsible for permits, inspections, and associated costs
  • The DDA may place a sign on funded properties during construction

Failure to follow program guidelines may result in forfeiture of funding.

Financial Assistance Available

The DDA may provide assistance in the form of grants, loans, or a combination of both.

Grant Details

  • Matching grants are available for eligible projects
  • Grant assistance typically covers up to $10,000 per building facade
  • Larger projects may receive additional funding at the discretion of the DDA

Loan Details

  • Loans may cover up to 100% of eligible facade improvement costs
  • Fixed interest rate of 2% per year
  • Loan term not to exceed 10 years
  • Loans are secured by a mortgage on the property

All funding is subject to annual budget availability and DDA approval.
